VBF 2025 Highlights: What We Achieved Together

    In 2025, the Vietnam Business Forum (VBF) traditionally and successfully organised the Annual Vietnam Business Forum 2025 – its flagship policy dialogue event – attended by Prime Minister Pham Minh Chinh. Under the theme “Businesses Partnering with the Government for a Green and Digital Transition”, the Forum featured constructive discussions on Vietnam’s pathway toward a greener, more digital, and more resilient economy in the coming years.

    As part of its broader advocacy role, VBF continued throughout the year to strengthen cooperation with the National Assembly’s Economic and Financial Committee and the Central Policy and Strategy Commission, while maintaining regular and constructive engagement with Government counterparts on key legislative and regulatory developments affecting the business community.

    During 2025, VBF delivered coordinated and practical advocacy across a broad policy agenda. Priority areas (as attached) included the Data Law and the Draft Personal Data Protection Law; U.S. reciprocal tariffs; draft amendments to the Law on Enterprises, the Bankruptcy Law, the Investment Law; stock-market upgrading related issues such as implementation of non-prefunding (NPF) solution and CCP model; the International Financial Center initiative; power and energy policies; tax and customs matters; work permits for foreign workers; VNeID and administrative boundary adjustments; EPR regulations; among others.

    These efforts were supported by sustained engagement throughout the year, comprising:

    • 94 petition letters;
    • 103 meetings and policy dialogues with Government authorities; and
    • 101 internal coordination meetings.

    As we enter 2026, we sincerely thank VBF Chambers and VBF Working Groups for their strong engagement, technical expertise, and close cooperation throughout 2025, which were essential to VBF’s advocacy efforts and policy dialogue outcomes. Building on this solid foundation, we look forward to continuing our close collaboration with VBF Chambers and VBF Working Groups to advance constructive, evidence-based policy recommendations in support of Vietnam’s sustainable, green, and digital development in the year ahead.
