EPR WORKSHOP: BUSINESS INPUTS ON RECYCLING AND WASTE TREATMENT RESPONSIBILITIES

    ♻️ STRENGTHENING VIETNAM’S EPR FRAMEWORK: BUSINESS INPUTS ON RECYCLING AND WASTE TREATMENT RESPONSIBILITIES

    3 Nov 2026 | A consultation workshop on the draft amendments to the Law on Environmental Protection and its implementing regulations, focusing on the recycling and waste treatment responsibilities of producers and importers, was held at the Ministry of Agriculture and Environment and chaired by Dr. Tang The Cuong, Director General of the Department of Environment.

    A sound Extended Producer Responsibility (EPR) framework is important to advancing the circular economy and developing Vietnam’s recycling industry. Its effectiveness will depend on clear regulatory requirements, appropriate implementation mechanisms and alignment with practical business conditions.

    As a platform for public-private policy dialogue, the Vietnam Business Forum (VBF) facilitates the exchange of views between policymakers and the business community, consolidating feedback and practical recommendations from member chambers and relevant businesses to contribute to the development of clear, consistent and implementable regulations.

    The workshop featured constructive contributions from representatives of various Chambers, leading enterprises and technical experts, with discussions covering some key areas:
    ✔️ Financial contribution mechanisms;
    ✔️ Recycling obligations and market development;
    ✔️ The roles and responsibilities of Producer Responsibility Organisations (PRO);
    ✔️ Transitional arrangements; collection and take-back; planning-related issues; technical requirements and implementation roadmaps on difference industry group/ business lines; and
    ✔️ Exemptions from recycling obligations.

    VBF appreciates the efforts of the MOAE, the Department of Environment and the Drafting Committee in developing and refining the proposed regulations, as well as their engagement with stakeholders throughout the consultation process.

    With the draft Law expected to be considered for adoption at the second session of the 16th National Assembly (17 October–21 November 2026), the timely exchange of views between regulators and businesses is particularly important.
